The Consolidated Appropriations Act of 2023 (CAA) amended sections 602 and 603 of the Social Security Act (SSA) in order to give state, local, and tribal governments greater flexibility in their use of Coronavirus State and Local Fiscal Recovery Funds (SLFRF). The amendments were incorporated in the Interim Final Rule, published in September 2023.
