Jessica Graham is the Senior Proposal Manager at the Vander Weele Group, where she leads proposal development efforts for federal, state, local and education funding opportunities. She specializes in developing competitive proposals that integrate technical excellence, compliance, and a compelling program design to secure funding from government agencies and organizations in order to achieve meaningful outcomes.

Jessica brings 20 years of experience in federal grants management, business development, and international program management. Throughout her career, she has secured and managed hundreds of millions of dollars in funding opportunities across justice, law enforcement, environment, anti-corruption, and other capacity-building initiatives. She has extensive experience leading multidisciplinary proposal teams, developing capture strategies, coordinating complex partner networks, and translating technical expertise into winning proposals.

Prior to joining the Vander Weele Group, Jessica served in executive leadership roles supporting U.S. and other federal government-funded programs globally, including in Africa, Europe, and East Asia. Her work has included initiatives focused on grants management, environmental crime and strengthening governance systems. She is recognized for building collaborative partnerships, navigating complex funding environments, and delivering high-quality proposals under demanding deadlines.
